New York City’s death toll from the recent stretch of extreme cold has risen to 19 after a man was found unresponsive on the street under the Manhattan Bridge Tuesday night, a City Hall official said.

A nearby surveillance camera captured a splash in the water at about 7:10 p.m., and Medlin was never seen leaving the bridge via any pedestrian exits.
