DC federal judge on Feb. 3  extended her expiring block of the Trump funding freeze on grants and loans, leaving industry groups still unclear on where their project money is.

The Friday order granted a temporary restraining order requested by 23 Democratic states who said the Trump directive was unconstitutional.

Despite White House rescinding a funding freeze memo, a US District Court judge said he is “worried about the effect to the people that the states represent and irreparable harm.”
